230421BOUGAINVILLE EXECUTIVE COUNCIL MEET IN BUIN TODAY

The Bougainville Executive Council has convened it’s meeting today at Mamarominno Village in the Baubake Constituency, Buin District, South Bougainville.
The meeting is the second of its kind to be convened outside of Bougainville’s capital, Buka Town in an effort by the Autonomous Bougainville Government to bring the government closer to the people.
Member for Baubake Joseph Too’ke welcomed President Ishmael Toroama and the executive government for convening their meeting in the Mamarominno Resource Center which is in his constituency.
He said it was a great honour for his people to host the President as the head of the ABG and his presence has made people have faith in their government.
Mr Too’ke also welcomed the members of cabinet and the bureaucracy including Acting Chief Secretary Shadrach Himata.
President Toroama in turn thanked the member for the hospitality offered by the local community.
“As Bougainville prepares for its independence ready mission the people also have to see their government function; this will instil confidence and faith in our government,” President Toroama said.
“I am glad to be amongst our people of Mamarominno Village. I am here to demonstrate to you that your government is fully committed to delivering independence for Bougainville,' President Toroama said.
“We cannot do this alone that is why we must work together and mobilize our efforts to prepare to be independent” President Toroama added.
Under President Toroama he has encouraged a more accessible government to and for the people.
There will be more cabinet meetings scheduled in communities throughout Bougainville.
Meanwhile the BEC will be deliberating on several matters of importance including the use of the COVAX vaccine being introduced into Bougainville to combat the COVID 19 pandemic.
The vaccines are already in Buka but will require BEC approval before it can be supplied through the Bougainville Health Department for people to be vaccinated.

230421HEALTH SECTOR CONTINUES TO BUILD DESPITE SHORTAGE OF FUNDS

The Bougainville Health Department continues to build to meet extra demands for space in our Health facilities throughout Bougainville.
During a recent trip to Arawa by the Health Secretary and Bougainville Pandemic Controller, CLEMENT TOTAVUN and Doctors who are members of the Covid 19 Response team were able to visit sites in which space can be created if the need arises with the increasing Covid 19 cases in Bougainville.
Facilities visited included the TEAROUKI Health Centre where a new building will be build for all TB patients in Bougainville in this way they can create space for covid 19 patients at the Buka Hospital.
Another facility visited was the Central Bougainville’s Isolation facility at the Wakunai Health centre which is near completion.
The team was told that another THREE HUNDRED THOUSAND was needed to complete the facility.

230421 THE SUPPLY OF CLEAN DRINKING WATER CONTINUES IN SOUTH BOUGAINVILLE

The member for South Bougainville and Minister for ICT, TIMOTHY MASIU since his election to Parliament has continued to make water and sanitation a priority for his people.
The second secretary to the member, MR. CHRIS NAWA told New Dawn FM that they have so far completed water supplies through pipes from mountain areas and taken it to the Beach where most people live making it accessible to the people and cutting working distance for Mothers and Children who often have to walk long distance to fetch water for cooking and drinking.
They have completed water supply projects in remote villages of Orava and Sari and Tantareki in Buin, working on water projects for Tonu and others in Siwai.
MR. NAWA made the comments after the Second 90,000 Litres Southern Cross Tank was installed at KERIAU to increase the water flow from the source at IMIRI in the mountains of BANA district.
Once the project is completed in is estimated about 20,000 people will have access to water at their doorstep.
Septic toilets will also be installed once the water supply is completed.
Recently the member launched the distribution on 230 water tanks throughout South Bougainville.
80 will go to Buin, 60 each for BANA and Siwai district and Torokina 30 water tanks.

230421 AISA CALLS FOR STOP TO PANGUNA ROAD MINE

A chief from Siwai and regular traveller on the SIWAI BUIN HIGHWAY passing through PANGUNA, MR. MARK AISA today called on Government Authorities to stop the alluvial mining activities near the main road and below the highway near CAMP TEN as their activities is weakening the road and this could result in a landslip that would completely close the road.
MR. AISA said that this road was built by BCL with substantial amount of monies and expertise and would be difficult to fix if it is damaged.
He said the miners were also endangering their lives with their activities.
MR. AISA said that the authorities at the Panguna District Office must do something instead of sitting back and watching these activities continue.
He said the people of BANA, Siwai and Panguna will be disadvantaged if this happens.

220421SOUTH BOUGAINVILLE LAUNCH INDEPENDENCE READY MISSION

Bougainville President Ishmael Toroama launched his government’s independence-ready mission in Buin in South Bougainville today (Thurs 22.04) in front of his 14-member cabinet, signaling his seriousness in preparing the autonomous region for the day it will realize its ultimate political desire.
The Bougainville House of Representative Speaker, Simon Pentanu, his deputy Therese Kaetavara, other members of the BHoR and the Toroamaa-Nisira administration were also present, demonstrating his entire government’s support behind the independence program.
He told the many people who had gathered to witness the event that he’s government is serious about attaining independence and that there is ‘no fall back plan’ other than getting the national government to consult over the 2019 Referendum results, the national Parliament to ratify it and to come up with a solid plan on the way forward for Bougainville.
President Toroama once again reiterated his intention of setting in place an independent pathway for Bougainville before his term in office expires in 2025.
He said the days of dreaming about independence are over, and that the fourth (4th) House of Representatives and his government will not remain in ‘dream world’ but will work hard to make things happen.
He further reiterated that illegal and unlawful attitudes and behaviours must change for the better, people must accept change, work their land to sustain themselves and support a dire economy and walk towards securing a date to be politically independent from Papua New Guinea.
President Toroama said while Bougainville is looking into projects that will propel it forward to be economically sound as it works towards independence, it cannot talk about Panguna just yet.
Among projects the government has looked into includes, restoration of the Manetai Limestone Project in Central Bougainville, and for an investor to come in before the end of this year to consult on the Tonolei timber project in South Bougainville.
He said he wants people working hard and develop original products which are Bougainvillean.
Mr. Toroama also said Small to Medium Enterprises (SME’s) in the region must also register themselves so they are able to pay taxes to the government that will help strengthen Bougainville’s tax and revenue bases.
He said by doing this, it will show that the region is ready for independence and would be able to fend for itself.
The president said people are only delaying the arrival of an independent state, when they do not have regard for the law and are not serious to work individually and in support of the ultimate desire of self-rule.

210421BOUGAINVILLE VETERANS UREGED TO CREATE A LEGACY.

Bougainville veterans have been urged to create a legacy that justifies their fight for freedom during the Bougainville revolutionary war.
This resounding statement was issued by President Ishmael Toroama during the Annual General Meeting of the Bougainville Veterans Association at Tunuru Parish, Central Bougainville.
President Toroama told the veterans that integration into civilian life is key to them becoming a responsible member of society who can actively participate in Bougainville's journey to independence.
The President declared that Bougainville’s veterans are an important stakeholder in this journey.
He reminded the veterans not to become mere spectators in this political journey to independence as they once led this fight at the forefront of the battlefield and urged all veterans to unite and join the ABG to complete this journey
President Toroama said veterans were being shunned because of their complacency and reluctance to actively take part in peace building.
He was vocal in denouncing the support by some veterans in the upsurge of crime in the regional capitals of Buka, Arawa and Buin Towns.
He says the outstanding weapons in the hands of the veterans should not be used to intimidate the people and cause crimes.
President Tororama said the process of containing these weapons will begin soon and warn certain veterans involved in criminal activities to refrain from doing so.
He added that veterans must become responsible for their actions and must continue to protect the people, the women, the children and the government as they once did.
The President has pledged his support to the veterans to ensure they become an important stakeholder in the post referendum period and the consultations with the National Government.

210421UNDP SUPPLIES VEHICLES AND ICT EQUIPMENT IN SUPPORT OF THE BOUGAINVILLE PEACE PROCESS.

Two vehicles and information technology equipment worth Kina 325,000 (USD 92,370) was yesterday handed over in Port Moresby to the National Coordination Office for Bougainville Affairs (NCOBA) by the United Nations Development Programme (UNDP) in support of the ongoing post-referendum process, as part of the implementation of the Bougainville Peace Agreement.
The vehicles and much needed equipment was handed over by UNDP to ensure that the key national government institution for Bougainville affairs is fully equipped to perform its functions toward the post-referendum process and socio-economic support to the Autonomous Region of Bougainville.
UNDP Papua New Guinea Resident Representative, Mr. Dirk Wagener , who joined with NCOBA Caretaker Director, Mr. Wemin Boi for the handover, said that the UNDP and the United Nations have a long history in Bougainville dating back to the cessation of hostilities in the end of the 1990s.
This includes early recovery efforts in the agriculture sector, weapons disposal, capacity development, support to the establishment of the Autonomous Bougainville Government in 2005, and support to the Bougainville House of Representatives. It also includes support to the referendum, and now continued substantive support to the post-referendum process.
“The Bougainville Peace Agreement is the cornerstone of one of the most successful peace processes in the world thus far. It joins the Government of Papua New Guinea and the Autonomous Bougainville Government in their pursuit of a sustainable and inclusive future that can only rest on peace.
“UNDP supports the preparations for the Bougainville Economic and Investment Summit, that will provide an avenue for stakeholders to discuss economic and investment opportunities for the Autonomous Region of Bougainville.
It will also support the Autonomous Bougainville Government in developing their long and medium-term socio-economic development plans going forward,” Mr Wagener said.
UNDP supports the implementation of the Bougainville Peace Agreement, and its Post-Referendum process, through a comprehensive Programme of support funded by the Governments of Germany, Ireland, United Kingdom, Australia, and New Zealand. The programme also receives substantive funding from the UN Peacebuilding Fund.
UNDP continues providing policy advisory, capacity, technical and logistical support to the National Coordination Office for Bougainville Affairs and the Autonomous Bougainville Government to assist with the post-referendum consultation and dialogue process.

210421TOROAMA URGED BOUGAINVILLE LEADERS TO DRIVE INDEPENDENCE ASPIRATIONS WITH PASSION.

Bougainville’s leaders must have the passion to drive the independence aspirations of the people that was expressed through the 97.7% referendum results.
President Ishmael Toroama made this statement during the induction of the Central Regional Parliamentary Committee on the Independence Ready Mission Implementation.
President Toroama says Bougainvilleans aspiration to be an independent nation must no longer be a dream, it must be manifested as a reality.
He says as leaders you are required to lead your people in this very important initiative the our government and our people in unity will be embarking on.
President Toroama challenge all Bougainvilleans to unite and work together despite the divisions in the Bougainville leadership to implement the Bougainville's Independence Mission.
President Toroama added that Bougainville already have the Six Point Strategy as it's guiding principle to mobilise its resources, its people to create socio-economic and political change in the constituencies.
The three Regional Parliamentary Committees of North, South and Central Bougainville comprises of ABG MP’s of the respective regions.
With the ABG embarking on the Independence Ready Mission Implementation each region has set up its own Independence Ready Committee in each constituency.
These committees are comprised of top and lower levels of Bougainville Government leadership and other stakeholders from the communities.
The chairman of each Committee is the constituency members who are supported by the community governments.
Inductions for North and Central have already begun after the launch of the Independence Ready Mission Implementation for the two regions.
President Toroama will officially launch the program for South Bougainville tomorrow in Buin Town.
