270614SIWEMA CELEBRATES TRIPLE OPENING TODAY

The people of SIWEMA near PARUPARU at the back of PANGUNA today officially opened a Health facility, Church building and a Village Assembly office building funded by the ABG through its local member and Minister for Community Development, MELCHIOR DARE.
Speaking at the official opening, Minister DARE told the people that despite its scarce resources, the ABG is trying to make sure that all its citizens no matter where they are supported by their government.
He thanked the people of SIWEMA for working together and making sure that projects earmarked for their area are fully completed.
MR. DARE said that he was happy that despite the remoteness of SIWEMA the people combined to complete the projects for today’s opening.
MR. DARE was accompanied by fellow member for South Nasioi, JOHN KEN, development partners, Church reps and other ABG Parliamentary staff.

270614 DARUTUE OPENS CLASSROOM AND HEALTH CENTRE

The ABG Member for South NASIOI honourable JOHN KEN yesterday opened a Classroom and a Health Centre at DARUTUE in Central Bougainville.
The member also handed Solar Panels and a Fridge for storing Immunisation drugs that must be stored and kept cool.
In handing these projects to the people, the member, JOHN KEN told his people that the ABG was committed to making sure that services are delivered to the people in the villages.
MR. KEN said that education and Health services are the priority areas for the ABG and therefore he is committed to see that his people also benefit from the Government services.

270614KAKAROUTZ EXPLAINS PUBLIC FINANCE MANAGEMENT ACT

The Acting CEO for FINANCE, GRAME KAKAROUTZ says that the Bougainville Administration is still working on the processes that would be followed to implement the new law, that is the Bougainville Public Finance and Management Act.
He said that since the establishment of the law the office of the Chief Secretary, Law office, and other officials are working on preparing Financial manuals and Financial instructions that must be followed in implementing this new law.
MR. KAKAROUTZ said that the act will be governed in eight parts to strengthen the law.
They are,1Compliance and constitutional requirements
2 Responsibility and power of the Minister for Finance in relations to ABG Funds
3 Public Accounts
4 Bougainville Budget and Budgetary Control Mechanism
5 Borrowing
6 Statutory Bodies
7 Regional Treasuries
8 Set Charges for person who is charged for misappropriation.
The ACTING CEO for finance made these remarks in the weekly Bougainville Administration program aired by Radio Bougainville last night and will be aired on New Dawn FM at TEN PAST EIGHT tonight.

270614RENEW YOUR TRADE LICENSES

The management of the Buka Urban Council is calling on all current holders of trading licenses to start making the necessary arrangements with the office to start renewing their trading licenses before the expiry date.
The management told New Dawn that the licenses issued by the Buka Urban Council will expire on Monday, June 30.
The management explained that payments of the Trading licenses fees are subject to business activities conducted by each businesses.
They called on people who have been operating from 2103 to 2014 without a Trading License to make an attempt to pay their dues.
The Buka Urban Council Management wants new businesses operating without a Trading license to make an attempt and pay for their Trading license at the office.
The office will no longer entertain late registration and will strictly apply penalty fees to which ever companies without warning.

270614KULI RECOGNIZES CONTRACTOR COMMITTMENT

Joe Kuli has recognized the commitment of the contractors who were involved in the completion of the two in one double classroom for Tilowa Primary School.
Mr. Kuli was representing the member for North Bougainville Lauta Atoi at the opening of the K180, 000 double classroom in the Selau constituency yesterday.
He put to the audience that some projects as classrooms did not eventuate because the contractors put to work misused the monies.
He pointed out that the completed classroom still has an outstanding payment of K60, 000 but has already been completed by the contractor.
Mr. Kuli said this demonstrates that the contractor has committed himself in carrying out his duties and under supervision as well.
He said the completion of the classroom demonstrates how some contractors can commit themselves to building classrooms within the given time frame.
He then thanked the technical officers from member Atoi’s office for supervising and managing the project’s funds accordingly.

Member for Selau constituency Terry Mose has emphasized to his people that they must respect projects which are given to them by the government.
Speaking during the opening of a double classroom at the Tilowa Primary School yesterday, he advised his people to see the classroom and accept it as theirs.
He said with the partnership commitment between the PNG government and the Autonomous Bougainville government, they will continue to get projects such as the one they are witnessing.
Member Mose then thanked the North Bougainville member Lauta Atoi for the project which was given to the Selau constituency.

270614OUR STATUS WILL NOT BE TAKEN FROM US, SAYS MOMIS

The Autonomous Bougainville Government president Chief Dr. John Momis strongly claimed yesterday that our status as an autonomous government will not be taken from us.
When addressing the audience during the opening of a double classroom at Tilowa Primary School, he explained that autonomy means us standing by ourselves to establish a fiscal and self reliant government.
He said to achieve that we must work hard to have access to capital in order to build our own classrooms, build roads, and pay our teachers and public servants.
He added that with this autonomy, we will have our own police, judiciary, public service and teaching service with their own departments.
Dr. Momis said at the moment it is not obvious because we do not have the money but we will not eat out of the hand of the National Government.
He said it is true that we are still small but our status as an autonomous government will not be taken from us.

270614NATIONAL GOVERNMENT COMMITTED TO WORK IN PARTNERSHIP WITH ABG

The ABG president Chief Dr. John Momis has revealed that the Bougainville Peace Agreement commits the National Government and the Autonomous Bougainville Government in a partnership to work together.
Speaking during the opening of a double classroom at Tilowa Primary School in the Selau constituency yesterday, he said the National Government is committed to work with the ABG to reconstruct Bougainville and to form a new government for Bougainville.
He pointed out that the new government is different because ABG is a separate government.
Dr. Momis said that is why the National Government must fulfill its commitment under the Bougainville Peace Agreement to work in partnership with ABG.

260614AWARENESS LAUNCHING CANCELLED DUE TO NON-ATTENDANCE

The geological hazards awareness launching for the Autonomous Region of Bougainville was cancelled today due to the non-attendance of the ABG chief executive officers.
The launching was supposed to be held at the Kuri beach front with a team from the Rabaul Volcano Observatory and the ABG chief executive officers.
The observatory assistant director Ima Itikarai said the launching was short notice but added that the awareness is very useful in the sense that it will prepare people for hazards and teach them the ways to deal with them.
He told New Dawn that the main aim of the awareness is to empower people to respond spontaneously when hazards happen.
He pointed out that when disaster strikes, the government and non-governmental organizations do not respond quickly and with this awareness, people will be empowered to respond quickly to save lives because lives can never be replaced when disaster strikes.
Mr. Itikarai said the awareness will also educate the people of Bougainville on the damages caused by which type of hazard and what they must do before and during a hazard.
He called on the people to not get it into their heads that the awareness is being carried out because something is going to happen.
He said they are just playing their part in educating the people and empowering them to act accordingly.
